Todd Reger
CEO of Tactical Marine and RHIBunlimited
Todd graduated from NAU with a degree in Accounting and Finance, along with three minors. His passion for being on the water led him to the marine industry, where he has spent over 28 years specializing in vessel rewiring, repowering, and retrofitting—particularly for large yachts and high-profile clients. With extensive technical expertise in the boating industry, Todd has contributed to numerous highly specialized projects, including:- Retrofitting L-3 Communications’ HELRAS submarine helicopter sonar systems for boat demonstrations worldwide, ensuring mission success as both captain and technical expert.
- Contract work with the LA County Sheriff’s Department, utilizing grant funding for port security retrofits.
- Providing studio support for film and television productions, with involvement in over 20 major projects.
- Revamping 17 SWCC vessels for operational support in collaboration with U.S. agencies.
- Developing retrofitted boats for ProteQ’s UUV support as a GSA contractor.
- Eight years of continuous 24/7/365 vessel maintenance for BAE/NASSCO, supporting both West and East Coast operations.
- Supplying vessels for the Sea Shepherd Conservation Group, aiding in marine conservation efforts.

David Campion
East Coast Director of Maintenance & Operations
David served twenty-four years of Honorable Service in the U.S. Coast Guard.
Twenty-one years as a rated U.S. Coast Guard Machinery Technician specializing in Marine Propulsion Systems,
Patrol Vessel Maintenance, and Commercial Vessel Inspections.
Proven leadership and experience in the maritime industry,
Engineering Department Head and Command Chief at U.S. Coast Guard Station Monterey, CA.
Twelve years as JAXPORT Marine Patrol Unit Supervisor, patrol vessel operator,
outboard mechanic, and vessel preventative maintenance technician.

Justin Baumgartner
West Coast Director of Maintenance & Operations
Justin Baumgartner served twenty honorable years in the United States Coast Guard as a marine mechanic.
During his tenure, he was a proven leader in the machinery technician field.
He has completed several technical schools including Caterpillar, Paxman, and Yanmar Diesel engines,
Honda Marine, Mercury Marine, and Evinrude multi-fuel engine schools.
Along with Justin’s technical skill set, he oversaw multiple units and was a valuable asset
for the Coast Guard’s engineering department.
Throughout his career, Justin trained as a Federal Boarding Officer.
One of his units included an elite tactical team that successfully prosecuted and
confiscated over thirteen tons of illegal narcotics.
